31/10/08 Karolinska University Hospital, Solna, Sweden
HCP is delighted to be working with Skanska and Innisfree in developing the bid for this prestigious project on the outskirts of Stockholm. This new, world class, university hospital will be a Public Private Partnership with the Stockholm County Council, involves a total investment of SEK 1.4bn and is due to open in 2016. HCP is providing design, healthcare planning, FM and project management advisory services to the consortium which is expected to submit its final proposals in Autumn 2009.
03/09/08 Royal Jubilee Hospital Patient Care Centre
HCP Canada Ltd (HCP) is proud to be an essential part of the ISL Health team who achieved financial close with Vancouver Island Health Authority on this important P3 project in July 2008 just 14 weeks after becoming initial preferred proponent.
The new 37,000m² Patient Care Centre will have the capacity for up to 500 beds to provide acute general care for patients who are recovering from illness, surgery or injury and mental health beds for acute and elderly care.
HCP have been an integral part of the Consortium from prequalification as Lead Clinical and Facilities Management advisors and Project Managers. HCP are now contracted as General Manager for ISL Health (Victoria) General Partnership for the construction and concession phases.
Focusing on patient safety, being elder friendly, a magnet hospital for staff and environmentally sustainable to LEED Gold standards, the single bedrooms (which account for over 80%) are expected to significantly reduce hospital-acquired infection rates, enhance patient privacy, improve quality of sleep and speed recovery times.
Facilities services have been designed to achieve ease of service provision through the separation of flows and ‘out of sight’ design principles.
Construction is now underway on the new Patient Care Centre at the Royal Jubilee Hospital campus in Victoria, British Columbia. This will be complete by the end of 2010, and it will open to patients in 2011.
13/03/08 NAO Report Cites HCP Managed Project
The NAO report entitled “Making Changes in Operational PFI Projects” published in January 2008 reviews the experiences of authorities when seeking to effect change within PFI projects. The report found that projects varied in their ability to effect change in a positive way and key to this was the relationship between the contracting authority and the SPV.
In the report, the HCP-managed project with South Buckinghamshire NHS Trust is cited as a positive example of working in partnership. The report states:
"Wycombe and Amersham hospitals were amongst the earliest PFI hospitals to open, becoming operational in 2000. Both the NHS Trust and SPV teams consider the change request procedures to be working well, although user perceptions can be mixed until they have gone through the process. Most changes are priced and completed within 6 weeks of the request being made, and the Trust team is confident that the pricing is reasonable, supported by comparisons of similar work being carried out in parts of the hospital that are still managed by NHS staff.
Underpinning the success of the change process is the strength of the relationship between the NHS Trust and the SPV.”
The report goes on to state that the strong relationship has been demonstrated in a number of ways, including:
The SPV acting pro-actively in looking to see whether any changes would benefit the Trust and making proposals accordingly.
Recognising that agreeing the lifecycle element of changes could delay delivery and so agreeing to deal with lifecycle separately on an annual basis, grouping changes together and reducing costs for re-modelling.
Establishing an agreed pricing structure, with hourly labour rates and fixed costs for materials.
Agreeing an SPV fee for administering higher cost changes that compares favourably with other projects.
Refining the change process and moving towards a paper-free process.

HCP is sponsoring an award in this year’s Public Private Finance Awards event to be held at the Grosvenor House Hotel, London on Tuesday, April 29th, 2008. This is the 10th anniversary of the Public Private Finance Awards. In that time, they have grown to become by far the biggest event of the year for the public private partnerships industry. Last year, over 1,400 people came along to network and celebrate the best deals of the year. HCP is sponsoring the Public Sector Joint Working award, which will be presented by Gerry Green, Chief Executive.

01/01/08 HCP Re-awarded Contract For Courts Projects
In December 2007, HCP renewed its contracts for the management of Modern Courts (a Carillion/Innisfree partnership) projects in East Anglia and Humberside.
The East Anglia Crown Courts PFI Project provides serviced accommodation for the Department for Constitutional Affairs at two courthouses in Ipswich and Cambridge by Modern Courts (East Anglia) Limited. Construction work commenced on 4th November 2002 and completion was certified on 19th April 2004, both courthouses opened for sittings on 7th June 2004, some 3 weeks early. The capital value of the project was approximately £26 million.
The Humberside Magistrates’ Courts PFI Project was a circa £19 million project to provide serviced accommodation for the Department for Constitutional Affairs at three courthouses in Hull, Beverley and Bridlington by Modern Courts (Humberside) Limited. Construction work commenced on 1st April 2000 and completion was certified on 7th November 2001, all courthouses opened for sittings on 12th November 2001.
HCP was originally awarded contracts to manage the two Modern Courts project companies in October 2006.
Off Site Construction Award Win
St Helens & Knowsley PFI Hospitals Project Team picked up the top healthcare prize at the Offsite Construction Awards on 30 October 2007.
This award recognises Taylor Woodrow’s collaborative approach and commitment to innovation in delivering added value in life cycle cost, programme durations, quality, health and safety sustainability. By working in partnership with M&S specialists Bailey and off site fabrication experts Panaloc, along with Taylor Woodrow teams, the designers, Capita Architecture, RW Gregorys and Arup see improved patient environments being delivered together with significant overall project benefits.
The awards dinner was well represented by all parties and the enclosed photograph shows the Bailey, Panaloc and Taylor Woodrow Team receiving the award.
