Walsall hospitals NHS Trust

The client

Walsall Hospitals NHS Trust – a busy acute hospital providing the full range of services normally expected in a District General Hospital. They had recently reached Preferred Bidder status on a major PFI project but Soft FM services were to be retained in house with tough new savings and efficiency targets to meet.

The Brief

In November 2006 Walsall Hospitals NHS Trust contacted HCP Facilities Management Team to carry out a review of the FM Design Input/process analysis for their PFI project.

Objective of the Review

The objective was three fold:

- To assess the current PFI design proposals for potential constraints to FM Service Delivery in light of changes that have been made to the scheme on the grounds of affordability, with the client assuming responsibility for Soft FM.

- To determine whether the Client had made constructive progress and was in a state of preparedness to deliver Soft FM services with identified method statements, operational service delivery proposals and ways of working that support the PFI design proposals as drawn. 

- Identify future work that the Soft FM department will have to complete prior to Financial Close of the PFI deal to ensure the Trust can be confident of meeting the deadline set as well as having identified service proposals that can be fully implemented. 

 Methodology / Solution

The review concentrated on the deliverability of services within the new and old buildings being developed and built, facilitated by the following meetings and work streams.

- A meeting was arranged by HCP between relevant Client Managers and HCP FM Consultant to identify current position, focus and scope of review.

- Carried out a desk top review with HCP FM colleagues of the current 1:200 drawings of the Diagnostic and Treatment Centre and Women Children and Young People and the Modular Ward Block .

- HCP identified Soft FM service areas within the drawings and assessed the deliverability within the proposals.

- A Desk top review of the West Wing was carried out, associated with a site visit to ascertain how similar service standards can be achieved in both new and retained estate.

- HCP assessed current FM delivery within West Wing and compared this to the proposed plans and assess deliverability.

- HCP assessed potential constraints to service delivery from the drawn plans.

- HCP undertook a comprehensive site tour to identify current service provision and identify areas of good practice and potential future constraints within proposed development.

- HCP identified where design proposals and the delivery of FM Services appear to be in conflict and recommended proposals for change.

- HCP identified Logistics strategies for Portering, Waste and Linen management within the Women Children Young People centre and the Maternity block.   

 

HCP has been invited to carry out follow up work to supplement the initial study’s recommendations.
