Beverley and Bridlington Magistrates’ Courts
The Authority requirement was to provide three and two courtroom facilities, each courthouse having a fully secure dock and an informal courtroom with an additional semi-secure dock at Beverley, together with the appropriate facilities for the court service staff and the public.
Whilst contextually and therefore visually different in form from the Hull courthouse, the stacked court design approach at Beverley and Bridlington is similar because of its inherent efficiencies.
The major influence on the genesis of the of design has been the restricted site area and the sensitivity with regards to the scale of the development and its' proximity to an adjacent conservation area.
The compact nature of the building footprint was achieved by minimising the number of vertical cores required for custody and magistrates circulation, aiding the compactness of the planning
A singular, multi-level public space serves each level and is day-lit by patent glazing providing amenity and legibility by rising from the extended entrance lobby to the top levels of the building.
Service Provision
The project is supported by the Carillion Integrated Solutions Geneva Helpdesk process based at the Hull courthouse augmented by a project wide Building Management System. This provides for reactive responses in the form of timed reactions to Court Service requests compliant with the Project Agreement.
Geneva also supports the Planned Preventative Maintenance Programme, which interfaces with the Court Service and advises of any interruptions to Service Delivery, none of which have occurred to date. This provides an auditable electronic and hard copy record of actions taken and those required for the future.
The performance of the Helpdesk is reviewed on a monthly basis immediately following the period and agreed with the Court Service management.
The performance of Service Delivery Measurement has been found to be compliant with the Project Agreement by the Authority Advisors and the National Audit Office.
To date, following 7 years of Service delivery review by the Authority and the SPV, minimal instances of performance shortfall or unavailability have been found and no deductions to the Unitary Charge have been made in the last 6 years.
Overview
This project has proved successful from the viewpoint of the Court Service and other users, in terms of environmental impact and to all other parties involved and to the early availability of the facilities. There were no cost increases arising from anything other than the upgrade of IT and informational designs that were not envisaged at Bid Close by the Client.
