Business Case Development


HCP has considerable experience in assisting public sector clients in the preparation of business cases for major capital investments and site strategy developments. The overwhelming majority of our staff have worked previously in the public sectors we support and our skills in business case development reflect this front-line experience.

Our services include working with our clients to scope their vision, then working together to crystallise the elements of the business case that provide the evidence to support the case for change, including: market/demand analysis; activity and financial modelling; review of governance arrangements;  comprehensive risk assessment; option appraisal; investment evaluation and stakeholder analysis.

Our Development Division is complemented by a team of technical experts, including engineers; quantity surveyors and lifecycle modellers who are deployed to assist where necessary in the development of your business case.
